On the Possible Recognition of the Armenian Genocide by the State of Israel. National Democratic Alliance

The Council of the National Democratic Alliance welcomes the statement made on June 25, 2026, by Israeli Foreign Minister Gideon Sa’ar regarding his intention to submit to the Israeli government a draft resolution on the official recognition of the Armenian Genocide.

This initiative constitutes an important political and moral step, which may become a new and significant milestone in the international process of recognition of the Armenian Genocide.

The NDA Council highly appreciates Minister Sa’ar’s political will and moral courage, as well as the decades-long efforts of all those Israeli public and political figures who have consistently contributed to bringing the State of Israel to this possible decision.

At the same time, it must be clearly noted that, at present, this remains a declaration of intent rather than an adopted state decision.

Three important institutional stages still remain ahead:

• approval of the draft by the Government of Israel,

• discussion and voting in the Knesset,

• and the formal incorporation of recognition into the official policy of the State of Israel.

This path will undoubtedly face resistance from those forces that have obstructed this process for many years, primarily due to existing political, economic, and military relations with the Republic of Turkey and the Republic of Azerbaijan.

The Council of the National Democratic Pole notes that Minister Saar’s statement comes at a moment when the current Armenian authorities’ own pre-election program has consigned to oblivion the ethnically cleansed Artsakh, contains neither the phrase “OSCE Minsk Group” nor any mention whatsoever of the Armenian prisoners of war held in Baku.

The NDA Council recalls that the Armenian Genocide is not merely a matter of historical memory or moral assessment, but also an issue of international law, state responsibility, and the restoration of justice arising from the fundamental principles of interstate relations.

Today, more than thirty states, as well as the European Parliament and the Council of Europe, have recognized the Armenian Genocide. Israel’s possible recognition would carry particular weight in this line, given Israel’s own historical experience and its global role in genocide prevention.

Accordingly, the NDA Council calls upon:

The Government of Israel — to expedite and bring to completion the initiative for the recognition of the Armenian Genocide.

All factions of the Knesset — to vote in favor of recognition, guided by historical justice and moral responsibility.

The Armenian Apostolic Holy Church — to engage in this process through the full potential of its international connections and moral authority.

Armenian communities of the Diaspora, especially in Israel, the United States, France, Greece and Cyprus — to unite in support of this process at both political and public levels.

The NDA Council reaffirms its uncompromising and principled position that the Armenian Genocide is not only one of the cornerstones of the Armenian people’s historical memory and national identity, but also one of the fundamental pillars of Armenian statehood in its legal and political dimensions. Its international recognition is not an act of political goodwill toward Armenia or the Armenian people by any state, but rather a reaffirmation of historical truth, a practical step toward the restoration of international justice, and the formal acknowledgment of legal and political responsibility for the crime of genocide.

Recognition of the Armenian Genocide is at the same time an indispensable condition for the prevention of future genocides, the struggle against impunity, and the preservation of the moral and legal integrity of the international order.
