Armenia’s Central Electoral Commission (CEC) has finalized the results of the June 7 parliamentary elections, confirming that the “Prosperous Armenia” Party failed to cross the 4% threshold required for parliamentary representation and will not enter the National Assembly.
The final certified results allocate the parliament’s 105 seats as follows:
“Civil Contract” Party — 49.7456% (64 seats)
“Strong Armenia” Alliance — 23.2710% (29 seats)
“Armenia” Alliance — 9.9231% (12 seats)
”Prosperous Armenia” Party — 3.989%
The certification follows recounts at 555 polling stations, legal challenges, and the invalidation of voting results at three polling stations. “Prosperous Armenia” argued that a repeat vote in the affected precincts could have provided enough votes for the party to cross the 4% threshold and enter parliament. However, the Administrative Court declined to order a revote, leaving the party outside the National Assembly.
With the final results now certified, the National Assembly will consist of three political forces. The outcome gives the ruling “Civil Contract” Party a comfortable governing majority, allowing it to form the government without coalition partners and maintain control of the parliamentary agenda.
With 64 seats, “Civil Contract” will continue to have the votes necessary to pass ordinary legislation, elect the Speaker of Parliament, and approve many senior state appointments that require a simple majority vote, including appointments to key institutions such as the Central Electoral Commission.
However, the party falls short of the two-thirds constitutional majority required for certain constitutional decisions, and referendums which is needed as part of Pashinyan’s peace deal with Aliyev.
